That depends where you live. Many people tend to impose their views on others without considering cultural differences around the world. If it's acceptable in your area, there's nothing wrong with it.

This is a culture question. There is a taboo against it in most of the United States. Some answerer already alluded to that in a prejudiced way.
When you say fondle and fool around, I assume you mean like children discovering, rather than adults taking on a sexual partner or boyfriend/girlfriend. If you do mean like children discovering, I'd say that LOTS of people have their first little fondle with cousin, and there is not anything wrong with that. Because of the taboo in our culture though, it should not go further than that, or you're looking at some real trouble with most people.
ADDENDUM:
I think you're too young to "go all the way" and have sex. There is no good that can come from this relationship becoming sexual. I would just tell him that you thought it was sweet that you two were learning some from each other but now you want to cut it off and wait until you meet a boy you can really date and go out with.
What would you think if your or his parents found out? Consider the great big trouble this would make for you guys! |

Absolutely. I know some religions don't care, and often some east-coasters don't either. But if you think about it hard would you "fondle or fool around with" you brother or sister?...BUt bluntly the idea is you guys are family, and your family is your blood and guest at your wedding not your bride or groom. |
