Yes it is a Scam. It is being sent by Nigerians. They do not need to be based in Nigeria either. They are also operating out of Canada in a vey big way at the moment and also European Countries like Germany, France, UK Etc...
If I am correct it cost the British people last year £2.4 billion pounds. Now you can understand why they mass email and why they operate from everywhere.
The way it usually works is they suck you in as if you have won and use the factor Greed will get the better of you. Then they send you out certificates and all sorts of paperwork. Once they have you in their trap nows the time to reel you in,. They ask for a administration fee or processing fee or what ever else name they like to use. They usuall like to have this sent via Western Union or similar services.
The Fee is aorund £3,500 can vary, what is £3,500 when you will be getting Millions in return.
My Advice delete the email. In the USA it is illegal to even entertain these offers. |

Read the fine print on the ticket about how you redeem a winner. Besides, how would they reach out and find YOU from all the people who bought a ticket in the powerball lottery? (They don't of course - they wait for YOU to come find them) |
