If he specify's the reason and it seems real, wait for him to contact you another time. What is the reason anyway? Never under any circumstance give him your social security number or other personal information if it seems suspicious. Whoever this person is, you do not have to oblige to them legally, unless it is a high-ranking government official, in which case they should already know who you are.

This is what the delete key was made for. You don't owe anyone a response via email for anything. Further the simple act of responding makes you look like a target and validates you're subceptible prey thus would give them food / foder to come back at you with all kinds of malicious email.
