If you're talking about retailers like restaurants, it's pretty simple, actually. Many restaurants offer you the option of putting the tip on your credit card. So, unless you write down the total yourself, the restaurant is entirely capable of writing something else down there and double-dipping.

It's also designed to make sure you really do know how much you're spending. That way if you come along later and say that there was fraud involved, the credit card issuer can say, "You saw the receipt and filled in the amount yourself. You knew what you were doing, now pay up."

I guess it is like depositing a check into the bank. The amount you are depositing is on the check, but you also write the amount on the deposit slip.

If the stated amount and the actual amount are very different, you might get a call. People sometimes write out checks for more than they intended, if you can believe that!
