Not really. How do you figure it should be that way?
The sky is blue for two reasons: The sun refracts through the water molecules and particles in the air like a prism through the blue part of the spectrum much of the time, and the particles and chemicals in the air tend to appear blue in the concentration that we see looking straight up.
Similarly, the water molecules in the clouds reflect the sun, making them look white, or grey if they're really thick and block the sun. |

The Oceans reflect the sky and the sky in turn reflects the ocean, thus they are both blue. The water molecules in the atmosphere act as trillions of tiny prisms reflecting and refracting the light particles mirrored between the ocean and the sky. The clouds are caught in between the two and depending on their density are catching light reflected from both surfaces (if the atmosphere can have a surface, I guess it can it's just very diffuse compared to the depth and density of the oceans). Of course the other factor is that water absorbs red light and reflects blue light thus water is blue. |

Water isn't actually blue. It's clear. The sky is blue, and large bodies of water appear blue when it reflects the sky. Which is why same bodies of water appear grey when it's a grey day. Hence mist and thus clouds would never be blue. |
