So my question is what do they mean by "Notice Left"?
&
If my package got here to the post office in my town on the 28th Why haven't I received it? I know Sunday & this Monday (holiday) didn't count.

"notice left" means that the delivery was attempted but they either require a signature or a pickup in person at the postoffice. You should have recieved a door tag or some kind of notice of delivery attempt (maybe a pink card) if you dont have a door tag contact you're local post office or the main usps office, once you get past the answering machines you can sort it out. |

Notice Left usually means they've left you a green or pink note card informing you of a package that either is a large package or that it needs a signature confirming you've received it.
Or it could be insured (and again needing a signature) and they couldn't leave it on your doorstep like UPS does with so many packages.
Visit the post office listed on your receipt (or the closest one to you) and print out the information or show them the receipt left on your door. They will hold the packages about a week to 10 days before sending them BACK to the person/company that mailed them to you.
