It depends from girl to girl.
Factors to consider are:-
1) Height
2) Bone density (differs a lot amongst people)
3) Bone Width Structure (How wide is the skeleton?)
4) Generalized shape of musculature
The best bet to find out whats best for a given person is SIMPLE:-
Look in the mirror - take a good look at the tummy, it shouldn't be excessive (a six pack is good but not required or any 'extra' healthier). Look at thighs and take a similar judgement.
Since you are asking for a 14 year old - the back of arms (behind biceps) is not important --> but for excessive fat in 14 years old the back of arms doesn't look okay.
Plus,
Some girls look MORE beatiful with some weight rather than not. They may have a little tummy - where they loose points - but those points will be well gained and plus in other areas like face, breasts and thighs.

how tall are you? if you are 5 feet tall that should be 100 lbs. for every inch after that add five pounds. so if you are 5'3 then you should weigh 115 lbs.

It is difficult to say what weight is ideal for you because different people have different muscle mass and bones. Some have bigger bones while other have small ones. So it all depends. Anyway the fit one is around 115. But no need to be sad if you are over that weight because you will grow taller and taller and it makes you slimmer. I remember when I was 14 I was 120 pounds with the same height as you. And when I was 5"6 I was 123 for 12 years until I got married and now I am 140-143. It is overweight but I can cut it down if I eat less. Anyway in your age I don't advise anyone to have diet because healthy is the most important thing unless you are a greedy eater.

It depends on your height and activity level. If your playing sports, you'll have more muscle mass than someone who doesn't (and might weigh more than them if you're the same height). Your doctor can track your height and weight to see if your in a healthy range.
