I think everyone else is wrong.

I believe that points are deducted for asking questions in order that users will take a balanced approach to this site. Meaning that a person should not just ask questions, but should try and provide some answers as well. Providing answers earns points that can be used to ask more questions.

That is my feeling.

If you mean "why" instead of "what" it's my opinion that they want to discourage people from just asking lots of dumb questions only for the points. If it costs you to ask a question you'll put some thought into asking good questions and then participate in answering, rating and voting on others questions to recoup the lost points.

did you mean WHY do they deduct points for asking? but i would say because its yahoo ANSWERS not yahoo! QUESTIONS so you get points for giving ANSWERS and you lose points for asking QUESTIONS.

why do they deduct points? Maybe because you are taking something away form the site when you ask questions and when you answer questions you are giving something back to the site
