This person is stealing from the company, you should report it. You should try to get some sort of proof though.
Plus, its kind of a bad business structure to have a single person in a position where they can pay themselves extra, there should be at least a 2nd person reviewing the paperwork before its processed. |

If your very sure and you have proof, write a white paper detailing the activity and send it anonymously to your manager's immediate boss. If you have an internal audit, send them a copy too. |
