knowing the difference between right & wrong, you cannot tell a child off now let alone tap their bottoms you can only talk to them.
A child does not have to learn right or wrong now cos the law protects the youth whether he is guilty & finds the whole thing a joke or not.
They have no reason to learn proper behaviour manners etc cos there is no punishment if the act otherwise
