In Europe if you buy a ticket in the EUROMILLIONS draw then you have to go back to the country you bought the ticket in to claim your prize. So, for example a Brit on a day trip to Northern France who bought a winning ticket there, would have to return to France to make a claim. However, the Lotto organisations are linked so I guess there would not be too much difficulty. Unless you won say, 10euros. Would you bother?

Yes. They just have to pay taxes on it like a citizen would. Kinda like when a non citizen wins big at Vegas government still takes their cut.

You could just give the ticket to a friend who is a legal citizen to cash it for ya and offer them a cut of the cash to keep quiet... :)

I don't see why not, if the ticket was bought legally. They would still have to pay taxes on it here, and possibly in the country they are returning to.

WELL I KNEW A NON CITIZEN THAT WON THE STATE LOTTERY HE WORKED WITH ME , HE TOOK THE MONEY AND RAN BACK TO SOUTH AMERICA HA HA HE COMES BACK FOR A VISIT MAYBE TWICE A YEAR

It depends on the country. If you win a US Lottery you have to be a US citizen - sometimes even a State resident. In the UK, you can play the Euro lottery and anyone in the European community can win it if they are old enough to play. If you are a EU citizen you could probably play the lottery of another EU country under the law - but perhaps not under the rules of the lottery.

You have to be a UK citizen to play, and claim any winnings from, the National Lottery. You also have to be resident in the EU to play and win the EuroMillions lottery.

Of course they are. But they have to state that they are not citizens and maybe on holiday. The country would then immediately take away the appropriate amount of tax that the winner had won.
If the State allows someone the possibility to play, then they have to accept the possibility that that person could win.

you don't have to be a citizen, just a legal resident(have a green card etc..)

To play the lottery, you have to be a LEGAL resident of that sate. To collect a lottery payout, you have to pay taxes on the money. To pay taxes on the money, you have to be a citizen.

To try to cash in that ticket is to place a big neon sign on your house that reads "Deport Us!".
