Human Resource (HR) as opposed to Payroll department.
In practise, payroll departments are given a name boost to HR to:
- either make company and employees more marketable; or
- boost morale of the staff;
The real distinction lies in the duties and responsibilities:
Payroll mainly processes the administrative work like wage reports, calculation, checking, communication and periodic distribution of: wages, salaries, leave pay, fees, commissions, bonuses, gratuity, that result from company hiring, firing, promoting, demoting and maintaining staff levels.
The decision and powers to change staffing levels do not tend to reside with Payroll personnel. Usually, the Directors and managers or authorised persons will dictate and execute such decisions; The functions of payroll being less skilled are sourced out in larger companies.
Whereas Human Resource comprises a gamut of work that from administrative to senior management decision making:
- Administrative functions of Payroll if integrated;
- Checking the work of Payroll;
- Recruitment, firing, restructuring as opposed to firing;
- Checking compliance with government bodies and unions;
- Training;
- Monitoring, projection and coordination of labour cost and expenses with technical staff;
- Formulation, execution, monitoring and subsequent feedback of policy on staff recruitment, firing, training, company gatherings;
- In rare cases, involved closely with top management for corporate wide restructuring exercises;
Some companies do not have either. The Directors and managers do all the work, which means professional staff turn over could be very low; conversely non-professional staff turn over is high. This can be tiring for managers and Directors as they commit to technical, administrative and manpower duties. |

They are the department within a company that is responsible for hiring employees. In a large company, there will be several employees within this department and one of them conducts interviews, another does background checks, etc. In a smaller company, there is usually a department called HR and it is managed by one person that does all of the hiring. "Human resources" is a division or a department within business struchure ( according to firm size ) specialized to do the following:
1- Planning for manpower needs.
What jobs, what is number of employees, When, where, what skills and experiance are needed to acheive business plan.
2- Hiring people.
Tthey are responsible for understanding work needs of manpower, advertise for this needs on agreed time basis, in agreed media, then collecting CVs, testing candidates then selecting suitable employees.
3- Provide all guidance to policies and procedures to whome are working inside the organization, and take care of all organizational processes like promotion, demotion, transfere, salary increase, deductions...etc.
4- Provide facilities to assess work performance and design basis for skill development and training needed.
5- Provide admin of all factors conserning staff join, leaves, housing, security, ...
