OBC means Other Backward Class. Under schedule appended to our constitution, some Cast are classified as Backward Class. Who were at that time, socially and economically backward. Afterwards some more casts were also identified by surveys and representations which were put under Other Backward Class.
In my view, the basis of such classification should be income base, and not cast based. In India after independence, lot of changes have taken place. Some people in a cast or community once upon a time used to be economically, educationally backward and may still be justified to take advantage form government programmes. However, some of them are not ! In fact the deli ma is that People who were not classified either, backward Class or even Other Backward Class have fallen in to similar situation as BC and OBC, economically. But they are by cast debarred from taking advantage of Government Programme. This problem should be solved with reasoning and understanding. |
