Go to the bank, they will be able to let you know. I used to be a bank teller at Wells Fargo. This would happen all the time, people bringing in old government bonds and not knowing their worth. They had a scale for interest accrued over so many years and they should be able to tell you. Even though it may be a 10 or 30 year bond, it would still accrue interest past it's maturity date.

Depends on if it is an interest bearing bond or a double E bond. Check with your local bank they will be able to tell you.
