Because the items would be sold in vast quantities so that when it is calculated out it makes a difference in TOTAL price.
For example, if you were buying 1,000,000 litres of oil etc.
Also, items they might be sold in packs of 100, a pack might be 99 cents, which would give a unit price of 0.99 cents each.

Unfortunately yes they will return a penny.
It is phsycological because something advertised as $7.99 seems much cheaper than something that is $8.00. Ultimately, if you are going to charge $8.00, you might as well charge $8.99.
Back when a penny had some value, it wasn't such a big joke, but now that the penny is worth less than the material that it is made of, it is a joke.
They need to get rid of the penny. Then companies will round prices such as $7.95 instead of $7.99 |

It's done to make the item appear much cheaper than before. It's just a psychological trick that stores use to make consumers buy more even though the "savings" are negligible.

They still do make the penny in the USA.
Some products are worth 99 cents! Thank goodness for that because I can't seem to find that darn penny to pay for that dollar item.
