Actually it is because of the equal protection clauses under the ADA or Americans with Disabilities Act.
The ATM's out there have the same face plates for either walk-up units in stores or units used in drive-up areas and it is simply cheaper for the manufacturers such as Diebold to only make one type of manufacturing run and put the Braille language on all of the units they produce.

Funny question. The only thing I could ever think of was that all ATM's are the same. The ATM is just a module that is bolted into a wall. When they are shopping for an ATM to bolt into the wall, the get the cheapest one, which may or may not have Brail. It isn;t like they went out of thier way to make sure the ATM had Brail.
There also might be a law about ATM's having to have Brail and when the law was made, it did not consider drive through's.

Because the companies that make the keypads for ATMs are cutting costs. It is cheaper to have one machine that produces all the buttons with braille than two machines that make one button with and one button without.

I used to ask that question myself but than I thought what if the passenger in the car is blind. Plus it's law you have to accommodate to the handicapped so it may also be that the ATM companies are covering their rear just in case.

If you were blind there would be a good chance you would require the service of a Taxi or a friend. Isn`t it nice if they could drive you to the drive through ATM and you would be able to withdraw some of your own cash? I know I would find it handy. Thank God I am not blind.

Because they make a standard ATM interface at the ATM factory regardless of where that ATM will be installed. It's cheaper than making different interfaces (ones with braille, and ones without) for different places.
