Apartheid is treating people differently because of their race, color, religion, etc. It's discrimination. As long as China treats everybody the same way they aren't guilty of apartheid. They can cheat and steal all they want (if that's their business model or they think they can get away with it via bribes, etc) and as long as they do this to everybody equally they aren't practicing apartheid.
