It has been done many times before in many cities across the US at some point in time. Some win, and some lose. My guess would be that majority of them lose. It would be neat if someone compiled some kind of statistic on this.

It depends on the personality of the 19 year old. Some 19 year olds are a lot smarter and wiser than others. Just looking at the age isn't really enough to determine how mature he/she is. I have seen some very middle aged people act pretty immature lol I'd take a mature 19 year old over President Bush anyday (not that Bush is immature, but as far as intelligence goes, I think a 19 year old could teach him a few things)
