Based on my experience in management, I would not automatically assume they were not interested. With the best of intentions, they may have intended to get back with you during week ending 1/25. However, Monday 1/21 was a holiday for many business people. Some of them may have burned vacation time and taken the rest of the week off.
Also, please understand, business people all over are often swamped with work. I don't know anyone in a wide variety of business positions who aren't already pulling 10 hour days and wishing the day was longer. They may simply have more on their plate of a higher priority than hiring a new employee. Lack of follow through, while somewhat unprofessional, may simply be the sign that they need more help.
Having said this, it could also be a sign of disinterest. I have always made it a practice of contacting candidates I interviewed with either a yes or no decision. However, some people do not do this. They simply let the issue drop and leave the candidate hanging.
My advice, don't give up, but keep interviewing. You can never count on any interview to turn into a job offer. Wait a week or so and contact them again. If you hear nothing further, let it drop quietly and professionally without burning any bridges. I once got a call a month after no contact with a good offer. While you are waiting, keep interviewing. Even if they call you back for a second interview, keep interviewing. With luck, you may find yourself with more than one offer to choose from.
