They're almost all (if not really all) owned by cities and/or states. No law requiring this that I know of, but it's an expensive affair to set up privately, and they really are a public good, so no reason to think there would be corporate ownership of a major airport.
You cannot buy stock in an airport; you can buy bonds that fund airport construction. You CAN buy stock in airport facilities MANAGEMENT/SERVICES companies. Lots of confusion from responders, I see.
