It depends on the seller. It will say in the listing what they will accept. Very few will take a credit card, only the really big sellers. Most will take a money order, check etc. They will not ship your item until the check has cleared.
It costs nothing to sign up for pay pal and this is the safest way to pay. You can tie your pay-pal account to your credit card so it is the same as paying by credit card and almost every seller accepts pay pal.

Paypal won't cost you anything, but it is not required for a credit card payment only an echeck payment and to make that type of payment you have to "verify" your bank account. Also if you are concerned about your personal info you may consider a prepaid or disposable debit/credit card to use for your online purchases and although you may have to pay a small fee for your purchases it us better than losing your identity.

(b) If you sign up with Paypal, then you can pay via credit card but the seller doesn't see any details of your card. It's quite safe.

Only if the seller can take a credit card payment (ie runs a business that can take credit cards). But you would need to give the seller your CC number which you probably don't want to do.
If you sign up for paypal, you don't need to link a bank account or anything to just pay via credit card. You link your card to your account and that's it. Just how you would link it to your Amazon.com or any other online site. And the seller wouldn't be able to see what card you used or the number because PayPal acts as a 3rd party middleman. Perfectly safe and secured as long as you keep your password secret and don't make it something easy to guess.

As long as the seller takes PayPal or credit cards, you do not have to have a PayPal account. (You can use your credit card through the seller's PayPal account.)
