Can my employer dictate who I can or cannot see during business hrs? Made me sign code ethics/conduct form.?
I had to sign a "Code of Ethics/Conduct" form agreeing that I would not have lunch, socialize, etc. with any competitors "during business hours". My best friend and co-worker took a job at a competitors company and now I am forbidden to have lunch or fratenize with him. This does not sound legal to me. The form was NOT on company letterhead. Sounds like a condition of employment to me. You can break it at the risk of losing your job. Since it only says "during business hours," you are not outright forbidden to see your friend after work or on weekends. I would suggest you don't discuss work with him/her, though.

What does letterhead have to do with anything?!?!?!

You signed an agreement, now live with it.

Most companies do not want you fraternizing with ex-employees or competitors AT ALL.

Same thing happened to my sister. If you signed the form, you're stuck with that agreement. If you didn't like it, you shouldn't have signed it. It's up to the company what you do while you're on the clock (because technically, even when you are on your lunch break, you are still considered on company time and they can be held liable for some things.) Plus, you shouldn't be socializing on company time. You're paid to do a job. If you can't do it and own up to what you agreed to, better look for another one...
