He could prepose a Law for the Senate & Congress to approve
However it will be ineffective unless it made the price of All goods sold in the USA reflect the full social, environmental & economic costs (including the cost of climate change & renting land fill space) of the production, use & disposal of the product.
Otherwise the companies will out source the production to India & China where there are lower standards - just like coke do now.

No. The president doesn't make laws. Congress and the Senate do. "Green" is a relative term. Under the democrats, things will get greener, but it's going to be 50 years before we're off petroleum and coal and nuclear an on to renewable energy.
