What would you do? If you wanted to open up a company in China for example and the authorities there were strict and it would take a lot of time. But a person from the Chinese government explained that it was normal for them to give some gifts (material or financial)and they do not take it as bribing.

I would say it is true. I know someone who worked as an interpreter for the same type of negotiations in Russia. How do you trust that you are dealing with the "right" person? Had another friend who got a long process in Germany taken care of in one day by "renting" the chair outside the officials office for $100. How do you know what is enough to get the job done. The Rolex salesman said that many business people wear them oversea to buy there way out of a bind - interesting sales pitch!Would be nice if you could find an insider or at least someone who has dealt this way before.

In China this is not "bribery", this is "cultivating friendships". You need to figure out whose back you need to scratch and scratch it. Think of it as a cost of doing business. Use gifts, dinner invitations, and flattery to curry the favor of the authorities who are in a position to help you. Give them expensive tea, cigarettes, and Mao Tai liquor - you can't go wrong with these gifts. But don't make the mistake that most foreigners make in these situations - only giving gifts and never asking for any special favors in return. Asking for special favors accomplishes two things: (1) it lets your Chinese friends know that this relationship is going to be a 2-way street, and (2) it actually gives them "face" when you put them in a position to do you a favor.

If you are in China to start a business and you haven't figured this stuff out yet then that's not a good sign. You need to make friends with the long-term expats in your local area and learn the ropes from them. As the Chinese say, "ru xiang sui su" or when in Rome.... you know the rest. Good luck!

Using your example as a specific; it is not advisable for a foreigner to open a company in China. It may be more cost effective to simply purchase goods and hire contractors for jobs to be done; if you are into exporting. If the scenario really requires the setting up of a company, then I guess you have to dance with the music. You have to be very subtle though so as not to offend them.
