This must be for the UK, as you refer to PAYE.
Yes, even casual staff working like this should sign form P46 when they start with employer if they don't have a form P45. If they can sign form P46, employer keeps the form and does not send it to HMRC, unless wages rise above tax/NIC levels. Employer needs to keep a record of earnings to be put on form P38 on employer's return at end of year.
It is possible the employee may have either another job or other income. They couldn't then sign form P46, and should have tax deducted at Basic Rate. If an employer doesn't do this, he can be held personally resposible for any tax under-deducted.

Wouldn't have thought so as it's doubtful they would earn enough to pay tax. Beware of dodgy employers seeming to take tax and NI but not passing it on! Just an excuse to pay less.

If you mean get paid, yes. Everyones time is money so they should be paid for their work. If I followed your philosophy, I wouldn't have to paid my landscaper!

I would check with your state labor laws. There may be a way around paying someone such as calling it volunteer, work study or community service. I would expect that the person doing the work may expect a little something in turn for his/her services. If your the employer then I would think you would want to do something in return for the services rendered and if your the person doing the work then you would have to ask yourself what your getting out of the experience is it resume' padding or just killing time 1-2 hours a week?

If you mean, should you pay tax and national insurance, then probably no. You have a personal allowance, (which is £5,435 per year. April 08 to April 09) You don't pay tax on anything earned under that amount. However, your employer must provide you with a wage slip and deduct your NI from your wages each week, if you have earned enough. It is illegal for an employer to pay you cash in hand.
