Do teachers & administration fund their retirements totally or do taxpayers pay part of it?

It all depends. Run a search on the particular job in the particular area. In New York State, many government employees pay a certain amount per pay period into a fund. If they work for ten years or more, they then get half pay when they retire. If they don't make it that long, they get paid back what they put in.

The New York fund is one of the largest in the Country (tax and spend NY). It just recovered from a loss from the last Stock Market crash. In fact, Counties had to pay into it as well to bail the public employees out raising property taxes across the state!

Other plans involve employee money going into a private fund controlled by the employee with the State matching or contributing.

in california there something called calstrs. they take part of a teachers paycheck and put it in to there retirements fund. im not sure what they have outside california .they can also contribute to a 403b. its similiar to a 401k but its for teachers.
