They commited if that will make them make more money. In most cases it is easy to develop your staff rather than to hire a new person. The reason why they behave as if they are not commited is because of the high costs involved as well as poor perfomance of some employees. Some companies issue educational loans which you repay only if you fail your program. If you pass you dont repay. At the end of the day it has to do with the management style.

When you are hired you are expected to posses the qualifications of the position. Senior management has no interest in furthering your education.
The only time management is required to attend "development" classes is when it's to benefit the company as a whole in some manner. For example if they want a federal contract, they might be required to state that all their employees are trained in diversity sensitivity training. They actually don't care if YOU are or not, just so they can state on paper that you went through the training.
