Excluding the food court, you must be a costco member to buy anything at costco ($50/year).
However, if you come in with a friend/family member who is a costco member, then you don't need membership. But they must be there with you, because they can't process anything without swiping a membership card first.

Yes, you need to show a membership card to get into the store. You only need one card per group, so you can go with a friend.
Then the cashier has to swipe your membership card at the beginning of every transaction. The register won't start scanning products until a valid membership card is scanned. You also need a membership card to buy gas.

You could get a day pass, but non-members pay a higher price. Most people who wander into Costco end up becoming a member because of all the bargains.
With Costco's that have a pharmacy and/or a food court, I think no membership card is required.
