yes. Coctco also is not available to everyone. You need to own land or a business. I am not sure of all the ways to get in, but I got in by having someone name me as their spouse... than I got a card:)

Yes. It has to be a photo ID. If you do not have one then just take your passport (lol). Or if you don't srive, then just go to Motor Vehicles in your area and make a personal ID. You can do that. You do not need any information from your business.
