Better Business Bureau is ok, provided that the people who got scammed reported the incident. It is a good place to start but not always 100% accurate. Simply because most scammers just change names, and adddresses and it is hard for the BBB or consumers to keep up. I have worked in the entertainment field for some timeso here is a litmus test.
Most legit agencies do not have open calls in shopping malls and contests in the back of magazines. They simply don't have to. The companies that do that are usually modeling schools that sell services like photos, catwalk lessons etc..
As long as you know what you are getting into then technically it is not a scam...From an ethical standpoint an agency can't sell you services.
That is why it is important to know the difference from an agency versus a school
An agency doe snot charge you money..ho wthey make money is by booking you work and earning a commission!
So if they start saying you need to use their photographers, or take this class..if they are claiming to be an agency..they are after your money...alway sask for references from actual working models....if they are legit they should have no problems ..
I have to emphasize the school aspect...because too many people enter the biz with stars in their eyes and get scammed simply because they 'heard' what they wanted to hear..example
John Robert Powers..and John Casablancas..both national and long standing modeling schools...but their marketing i svery slick..they will make it sound like they will book you on high fashion shoots etc.....is it a scam or clever marketing?
simple - if they ask you for money they are not legit - if they don't they are.

Reputable modelling agencies, if they are serious that you will be a good model, will not charge you for your portfolio.
Ultimately, if you are so good, they won't charge you as they will make money from you from all the bookings you will get.
