Walgreens: It depends on the store. Everyone store has the potential to carry different products. Most Walgreens will probably carry garlic supplements and garlic powder, but garlic cloves would be specific to store.
CVS: No idea.

Typically drug stores do not sell produce or fresh vegetables. At least CVS doesn't, since I work there and all. Just go down to your local grocery store you're guaranteed some garlic there.
