FEDEX different rates for heavy items shipment?

FEDEX different rates for heavy items shipment?

We've received 2 quotes for the same 350 lb box shipment from India to the US Virgin :

FEDEX India: 1500 U$
FEDEX US Virgin: 6.500 U$

What we do not understand is why that huge price difference for the shipping FEDEX India compared to FEDEX US Virgin. I would be very interested in finding out why.
