Read the description, if it does not describe the item then go to your paypal account...
Under the MY ACCOUNT tab choose RESOLUTION CENTER. Then on this choose REPORT A PROBLEM. It will take you to another page. Choose ITEM DISPUTE. Then it will take you to another page asking for your paypal transaction number. There is an option there for you to look the # up if you do not know it. This is a very user friendly way to file a dispute. I have had to do it twice, both times my money was refunded. Good Luck :)

well i've tried to but the people on eBay are rip offs and never refunded my items! I got a cell phone for me, my bro, and sis, and they were all suppousedly brand new. yeah right, they all are crap and they only partially refunded two of the phones and they won't refund mine at all. bastards. i'm never buying off of ebay ever again

Yes. Read the item description carefully. If the item was misrepresented, file a dispute on Paypal.

yes i did. I ordered a text book for uni course on their it stated that it was new and had no writting in or highlighting. Well recieved book and was highlighted throughout the book. I went on to paypal and went to resolution centre

Never tried but I heard that it is very very difficult to even get an answer from Paypal, let alone expecting them to cough up!

An example:-

A guy bought some kit off ebay and paid by paypal. The seller sent the stuff off on receiving confirmation of payment from Paypal.
The guy got the kit OK but, several days later, he got a frantic email from the seller who thought he had been scammed because the Paypal payment bounced after he sent the kit.
Luckily, for the seller, it was not a scam on this occassion but simply bad housekeeping on the part of the buyer who went into unauthorised overdraft that month causing the paypal payment to bounce when it hit his bank quite a few days after Paypal reported 'Payment Complete' to the seller. The buyer being honest ( but embarrased) immediately stuck cash in the bank and tried to make an immediate payment to Paypal. NO CHANCE, paypal had locked his account and invited him to re-activate bank details. Try as he might, he could not make an Payment to Paypal. He could not even send the seller a postal payment because, as well as locking his account, paypal had also debited his account for the kit he bought. The only way to clear it and get the seller his cash was to make a payment to Paypal but they won't let you till you activate the account and that takes like two weeks.
In the event, it took nearer 3 weeks for the guy to get Paypal to accept a payment, clear the account and pay the seller.
Job Done!
Err! not quite. About a week after that, the guy got another email from the seller asking when is he gonna get paid...
JEEZ! What a nightmare.!

All through this debacle, both buyer and seller tried to contact Paypal. All they ever got was the standard ' Sorry you're having problems' type email clearly marked with " Do not reply to this mail. this mail box is not manned. you will not get a reply" sort of thing. Neither parties ever managed to talk to anyone from Paypal who could have sorted the thing in about 5 mins with a quick visa payment or something. But then , that's too easy innit!

Don't know how it ended, maybe Paypal kept the dosh..who knows, you can't ask them.
