That happens to me at KMart constantly.
I tried to buy some candy over the weekend that was (supposedly) 75% off.
They said they mix non-sale items with sale items (although they look nearly identical).
That causes confusion for the buyer. Sometimes the buyer doesn't notice and sometimes they just say OK and buy it anyway.
It happens all the time there with other products also, but most of the time they allow me to have it at the sale price, but make me go back and get the sale sign down and bring it to them because it was an outdated sign that their workers were just too lazy to take down.
It's true that retailers make lots of pricing mistakes. But some dishonest customers will put regular priced items in sale bins, then argue to get the sale price. They will even take price tags from sale items and put them on regular-priced items. Especially at the discount stores (Walmart, K-Mart), inconsiderate customers will leave items on the wrong shelves, or in the wrong bins. Then then next customer comes along and finds a regular priced item in the sale bin and thinks it is on sale too...With thousands of customers every day, it can be hard for stores to keep up. And we all want low prices, so the stores can't hire more workers to put things back on the right shelves. Everyone should just treat the retailers and other customers with some common courtesy.

They definatly shouldn't give you a hard problem. ESPECIALLY if it's adverised at that price. I work at walmart,and we match competitors ads (as long as they're not the % wise--just like regular prices though) and we will match prices- we wouldn't argue you esp if it's said on sale! Bring the ad and make sure you point it out to the manager. normally they will end up making sure you get what you want.
