High employee turn over rate can also mean that the job description is too stressful or that the company/HR manager is hiring the wrong type of people, i.e. teenagers who are still in school, have no responsibility, and no bills to pay, live at home and don't really care about the job. It can also mean that the company just doesn't keep people long enough so they have to pay them unemployment compensation in the case of termination. Some companies have a high turnover rate and are doing good. It can also mean their employees are from temp. agencies and are not going to be there long when they start.

IT means that the company doesn't value the worth of a well trained employee. I worked at a place with a high turnover rate where I was trained in everything, I could honestly do EVERY job in the office. I got a job offer at another similar business for 1.00 more per hour and more vacation days. I asked for a $1 per hour raise to match my offer and they refused to do it, and I'm sure they replaced me w. an undertrained dolt

Usually it means that people who start working for the company can't wait to leave.

It may mean nothing, and there may be nothing wrong with the company, but you may want to ask a lot of questions if you are looking to be hired by them.

I'd say it means people are being treated unfairly.
Either the job was misrepresented to them;
or they find the working conditions unbearable.
This could result from too much challenge or too little.

Something I found personally, companies would not train.
Their rationale was that employees would then leave.
So instead they hired trained people from other companies.
