The vault is left open because once it is closed it cannot be opened until the next morning. This is a security thing so if someone wanted to rob the vault all anyone had to do is close the door and the next morning the FBI would get them. |

Typically the safe is located inside the vault, which is a room itself with a keycode door. Inside the vault the safe door requires more than one person to open, both with part of the combination and seperate keys. Depending on bank policy, the safe's door is left open during business hours. Once inside the safe each teller has their own cashbox accesible only through their own key. There is a main compartment in the safe with the rest of the bank's reserves and that is only accessible like the safe's door itself is, by two people of different levels of authority, to prevent theft and to act as a check and balance. So you can see that the safe really isn't open, it just seems that way.
As for the pens, people walk off with them all the time, that's why they are chained down. |
