When making a complaint about the hotel - you should ask to speak either to the Manager of the department you have the problem with - or the General Manager of the hotel.
Most large hotel have Department Managers they are as follows
Front Desk/reception (often includes porters)
Reservations
Concierge
Housekeeping
Maintence
Resturant
Dining
Kitchen or Chef
Catering manager
Groups manager
If you are not happy speaking to the department manager then ask to speak to the general manager of the hotel - or write a letter addressing it to the general manager
Other advise-
If the hotel is a well known hotel and they have a website you can look on the site.
If it is a smaller hotel - it may have a website - try there.
If no website is available the council where the hotel is should have the information.
If you booked with a travel agent your travel agent may have the information as well check with them

Try the local counci or the trading standards office - they may be able to help because they will have the owner registered.

go on their website, it will say somewhere who the owners are and should have an adress or something to send complaints to

get some leaflet's etc , you may not find out who own's it but you will find out who the top people are

Have you got an invoice or receipt or anything like that from the hotel? It should be on there. If they're got a website you should be able to get it on there. If they won't tell you who owns it just send your correspondence for the attention of the manager.

The owners name has to be on the public liabilty certificate , and should be displayed by law for the public to see

Go to bbb.org and it should tell you who operates the hotel.
