There are lots of factor involved including salary/pay rate, work ethics, cleanliness, attitude, job performance, late or on time, etc, but NO not random.

Generally it is a combination of performance reviews, work experience, and length of service. I say work experience and length of services as two different factors because people have different skill sets and have performed in different roles many times at their current employer. Supply and demand in different areas/departments can also a factor, sometimes people are transferred around or attrition is used to balance it out.

I have found that a lot of time tenure is the dominant factor, but I think many more things should be considered.

Depends. Some lay off by seniority - last hired, first fired. Some lay off by department. Some by employee work ethic. Lots of ways to go about it.

I've seen them do it by politics at many places, often the fat stays and the hard workers are put on the curb.

It depends some of the ways are:

1) last hired, first fired
2) cut according to salaries
3) seniority
4) get rid of malcontents
5) cut older employees
6) cut management
7) cut departments
8) cut support jobs --- keep only those that generate $$$

...but rarely are any @$$kissers let go.

...just as an example, I have seen them all.
