Notify the police. File a report just in case they come back for something big. Set up some cameras if you don't already have some. Try to get proof of them doing it, without them knowing. Don't make them mad, just in case they have a weapon. Try to act like you don't suspect them.

as they are leaving the store and you are 110% sure they have it in their pocket....confront them and ask them if theres anything they might have forgot to pay for?? then embarrass the crap out of them in front of everyone.....they wont be back....if they dont give it back....let them go. but watch for them to come back and stick to them like glue so they cant steal again......dont give them the oppurtunity to steal again

I usually start with a "HI, How ya doing." and continue a convo. And end with "Can I see whatcha got?" You'd be surprised how most ppl show you out of defeat. With others who don't work out so well with that approach - I'd seriously #1 hug them. #2 call out in a loud attracting voice "Shoplifter!" #3 Run after them if they're that cowardly.
