Bank are regulated by some state agency also; you should be able to contact that agency and file a complaint. The agency could vary by state though. go to your state's website.

You should start by writing a letter to the complaint dept.
The BBB or anything like that will ask if you have done this and if you got a response.
Chase won't be happy with it, and you may get an apology.
