I could help more if I knew the type of company or job you are going for. But here's a hint: Google "sample letter promotion" followed by a word which would narrow the hits to just your field. There are many sample letters available online.

You want to write a letter to them, to tell them that you will be applying for a promotion? Why not just apply for the promotion without all the farting around? I would think it makes you look silly if you announce it first in a letter. Or maybe it's just me....
