They want his resume online before they will try and match him with a job. It's like Monster.com, I think, but just for Michigan.
If he did not request to be on this service, I would just ignore it. But if he did want to be part of this service he should go to the website and fill out the application/resume. |

What part do you need help with? Do what is says...Register and then wait to call. They are probably telling you to wait those days so their system will pick your dads registration up and put it into their system. |

You don't say what your dad's situation is, but judging from this information, I'd guess he is unemployed and trying to get benefits. To do so, he has to show he is actively trying to get work but unable to. Some states require you to post a resume on-line as a way of looking for work.
The best thing for you to do is call the 800 number and hang on until you get a real person on the line to answer your questions. With all the layoffs in the auto industry, I'll bet they are pretty swamped with applications and this is probably their attempt to handle that situation.
