Wal Mart is a retailer, they don't make products, they ask a company to change the container and the label of the product to sell it at lower price and make a lot of profits for the production company and and for them. Ex: Anti-dandruffs shampoo are usually made by Head & Shoulder, Wal Mart would ask them to put the shampoo in a thinner but higher bottles and put a new label on it with the brand name of Wal Mart so nobody knows it's the same stuff as the real Head & Shoulder. The question would be, do they make sure that they choose a company who has an anti animal testing policy? Unfortunately I doubt they care much cause of the profits they make.
