If japan mass produced the next electric car would it be the next superpower?
There is a large demand for alternative fuel cars worldwide. Currently, the europeans are buying the most fuel efficient cars. Filling up on electric is cheaper then gas worldwide. Fuel cells have a long way to go before mass production and get their energy from dirty and expensive fossil fuels. They still have to find a place to put all the leftover carbon. Japan has built Elliica with 200 mile range and top speed of 230 mph. Is the electric car market large enough to allow japan to surpass the american economy if these cars were built? Will GM change in time?
Are we smart enough to keep our edge? I'm not hopeful.

Short answer...Yes! Whichever country that builds the first successful, long range electric car (that's within a reasonable budget) will become the only superpower. The oil-producing nations will experience a severe drop in income, and it will be catastrophic is oil is their primary source of international income. Is the electric car market large enough? Just put a long range model-low priced model on the market and you'll be the only one in the industry. All of the American car manufacturers need to put their butts in gear. Whichever one gets their electric car out first, and as long as it's cheap, long ranged and reliable, they'll choke out the other competitors

Eliica's concept is "100 km run with less than US$1" (100km is around 62.5 miles)
I think GM may go in collaboration with Renault-Nissan alliance in the future.

Economics and usage requirements drives US auto industry innovations. Europe and Japan are rather compact and small short range driving and an extensive urban transit makes alternative energy vehicles practical. In the US our ranges are larger and we really don't have a decent alternative to the interstate system.
So as long as gas stays cheap - there is no incentive to change.

Japan may be powerful in the auto industry; however, they do not become a super power because of autos. It takes a powerful military.
