This is a perfect question for the section called 'corporations'.
The answer is 'NO'. Even though you leave the light switch on, the burned out bulb breaks the circuit and uses no electricity. |

yes, the ion filament controller is always on which allows for current to pass thru. it can average 14.00 per year per bulb even when it is turned off. taking the bulb out is the only way to stop being charged. |

No, no current is passing through the filament. |

no, the filament in the bulb stops the flow of electricty and causes amperage which heats up and causes light. without the filament (burned out) the electricty does not flow through the bulb and therefore is not used and you are not charged. |

No, there is no power running through the circuit since the filament is broken. Since the circuit isn't complete, you don't spend any power. |

no, if the filament is burned out, the connection is not "hot", thus no power is being consumed. if you put you finger in there, however, the meter will turn. |
