Motivation is a big word in management. But it is actually simple, all you need to do is know their motivations (what's important to them) and work on it. Example, if you found out that the reason why your performing employee is working doubly hard is his family, then reward him a birthday gift--- a day off to be spent with his family (if your company can afford it)... or let him leave early on his birhday to be with his family.
But this simple approach will only work if you are fair and transparent with your people. People get motivated when they know they are working with a boss who is fair, respects and have genuine concern for them. Start with yourself --- treat them fairly and show concern for them....once's this is established you can work on the small approaches I have mentioned at the start.
