I don't know who these people are that are answering this question, but don't listen to them. A company must have a handbook, as in a book containing records of their meetings ("meeting minutes"), records of stockholders and their shares, organizational documents, business plan, policies, and employee duties, etc.
There is no organization that goes around and asks to see companies' books, but one is needed if there is ever any conflict with the IRS or state or government. If the company is sued and can not prove that they had a business statement and protocol, etc then they will most likely lose the case.

So, is it legally necessary? My opinion? yes. Will the government check up on you to make sure you have one? Probably not, until you enter into a conflict.

I have had a friend audited, and the auditor actually asked to see their company booklet.

The quick answer is; no. However, as most things, it depends. If a company says it has a handbook in, for example, personnel related or other documents, then it must. If the contracts it has with either employees, or other businesses says it has one, then it must. There are certain standards that companies have to meet in order to do some business, (ISO standards being one of them). If they say they meet any standards that require a company handbook, then they must. Otherwise, no they don't. Here's a thought, if your company doesn't have one, would they like one? Would you be the person to put it together? GL

No, not really. However, having written by-laws protects everyone, employers and employees alike. You will find that the larger the company is, the more help a handbook is. Especially when you start to offer benefits.

Not really, unless the company uses some kind of process that makes it necessary for safety. Then, as I understand it, the boss and the workers have to sign agreements to assure OSHA that everyone is on the same page.

I'm thinking they are because then it spells out all the rules, regulations and expectations and benefits for the employees.

If you weren't given one, go ask at HR as they might have them and just don't pass them out. And if the company doesn't have one then tell them you'd like them to make one up.
