its very difficult for this gap to be plugged coz the revenue generated by the govt agencies is utilised for developmental works also while pvt companies book profit on their earnings. however, govt may increase the efficiency by linking pay with some kind of monetary incentive.

the gap is not likely to be completely removed. even if the gap is removed presently, it will again energe as pvt sector will raise salary to attract better employees.

Your question is not very clear. In Govt. sector some people will get salary even if they don't perform. In Private sector the non performed people are thrown out.
