It's actually quite normal - after all, the information they hold in there (particularly salary details) is very confidential, and it's really important they keep it that way. I've heard of at least one case where salary details were leaked and half the people who worked at the company quit because they realised how badly they were underpaid.
It would be a far worse thing if HR weren't being very protective of their information...
