Is it illegal for a company to not inform their employees if their cost of living allowance is going down?
Last year we recieved 8% and this year with no warning our paychecks reflected a lower % allowance. We received notification from our managers about a week later. Can HR do this withour prior knowledge?

Yes, the company is free to do this at will without notifying employees. Raises of ANY form, whether it be cost of living or merit based, are not required by any law in this country. The only law regarding pay is the minimum wage laws set by the states (which have to at least match the federal minimum wage.) Therefore, in the absence of union protection, there are also no laws dictating that a company must communicate rate increase changes at ALL. It's 100% their perogative to give, hold back, or decrease expected raises, as well as how to communicate the plan, if at all. And if you are indeed in a union, your union administration will take care of catching on to anything that the company may be doing which breeches the contract.

Aside from all that, don't bite the hand that feeds you. Consider yourself lucky you got any raise at ALL.

In most states yes. Companies don't have to give a cost of living allowance, it is something they do to keep employees.

I assume you are in the USA. Yes, that is legal. The only protection you have would be a collective bargaining contract(union representation). Without a union contract your boss is free to do almost anything to your pay as long as he does not drop you below the minimum wage. If you do have a union contract you need to contact your rep.
